보다 나은 미래, 위협없는 곳에서 안전하게 살고 싶은 바람, 생존에 대한 욕망은 우리 모두의 원초적인 염원이다. 그러나 예견된 전지구적인 빈곤, 폭력, 전쟁, 기후 위기는 이곳과 저곳에서 나타난다. 변화를 위한 행동을 촉구하지만, 문제 개선에는 불공정함이 따른다. 지난 역사는 문명과 발전이란 이름으로 제국주의적 약탈의 역사를 진행해왔다. 도시는 오염과 위협을 외곽으로, 자국 바깥으로 이동시킨다. 산업 부산물, 쓰레기, 오염물질은 땅 밑으로 숨겨져 보이지 않게 되고 쓸모 없고 추한 것은 소리 없이 추방된다.

이동의 기술은 끝없는 발전의 속도를 가속화한다. 더 멀리 이동하기 위한 바퀴와 엔진의 동력은 상품과 물자의 생산을 용이하게 만든다. 고도화된 이동 수단은 우리 삶에 자유를 가져다줄 뿐만 아니라 소유자의 부와 능력을 가늠하는 척도로 사용되기도 한다. 이처럼 ‘이동성-모빌리티(Mobility)’는 사회 발전과 밀접한 관계이며, 개인과 도시가 하나의 네트워크 단위로 묶이게 하는 수단이자 인프라 자체를 상징한다. 모빌리티는 정보와 인프라를 구축하고 사회 전반을 엮는 ‘접근권’을 구성한다.

이동성은 삶터를 둘러싼 이주와 정주의 문제와 연결된다. 언제든 떠날 수 있다는 것, 또 어디에 머무를지를 자유롭게 결정할 수 있다는 것은 자본주의 사회 안에서 그만한 ‘능력’을 보유하고 있는지 여부에 달려있다. ‘이동할 수 있는 능력’은 사람, 재화, 정보와 같은 인프라에 자유롭게 접근하고 활용할 수 있는 하나의 권력이기 때문이다. 이동성의 능력은 사람, 재화, 정보의 배치로 인프라의 제한없는 접근권을 뜻하며, 접근권은 곧장 권력과 연결된다. 오늘날 이동에 따른 접근권은 정치적 공간과도 연결되기에, 강제된 부동성, 즉 ‘부동성-임모빌리티(Immobility)’는 사회적 능력 부재로 쉽게 환원된다. 제 자리에서 움직이지 못함으로 인해 생기는 제한된 이동 범위는 주체의 부적응, 게으름, 의지박약의 주제로 귀결되고, 권리의 회복이 아닌 수혜의 문제로 정체화된다. 그리하여 사회 인프라와 시스템에 가까이 접속하기 어려워지는 접근권의 문제는 개인의 이동 불가능의 문제로 축소되고, 몫 없고 소외된 자들의 자리는 점점 더 사라진다. 이것은 단순히 누가 더 많이 가지는가의 문제가 아니다. 통제 아래 관리되고 기술에 따라 도태되는 자들이 선택적으로 생겨난다는 것은 도시를 구성하는 사람들의 가치가 쓸모와 효율성의 유무로 구분되고 분류된다는 사실에서 비롯된다. 능력을 가지지 못하거나 잃게 되면 언제든 사회 바깥으로 밀려날 수 있다는 것, 이것은 모두가 당면한 문제이다.

본 전시는 모빌리티와 능력 패러다임을 분석하며 이동권과 접근권의 주제를 가시화한다. 공적/사적 장소와 생산성의 관계를 커먼즈 관점에서 다룬 히스테리안의 2021년 공공예술 연구를 바탕으로 2022년과 2023년에 걸쳐 ‘UN지속가능발전목표-지속가능도시’ 즉, ‘합의된 공공’의 수치에 잡히지 않았던 존재들을 적극적으로 호출하고자 했다. 나타났다 사라지는 여정 안에서 여기저기서 나타났다 사라지는 ‘옵드라데크(Obdradek)'를 발견했다. 옵드라데크는 도시와 지역 간 격차, 쓸모와 무쓸모를 구별하는 공간과 장소에서 나타나며 기능을 요하지 않은 물성으로, 비인간적인 존재로 등장한다. 한국의 치솟는 부동산의 가격, 경제와 자연의 위기, 바이러스와 분쟁은 도시와 도시 사이에서 나타났고 이는 전 세계적인 위기와 맞물린다.

우리가 마주한 복잡한 삶의 문제를 해결할 실마리를 시스템의 통계, 수치, 패턴에서 찾기보다는 그 자리에 ’부동성‘으로 남겨져 있는 이들의 자리로부터, 또 미래를 상상하는 근원적인 질문을 던지는 데서부터 시작하고자 한다. 지금 여기 이 전시를 관람하는 당신에게 묻고자 한다. 어디로 가고 무엇을 보고 있는가? 나타났다 사라지는 ‘옵드라데크(Obdradek)'가 당신의 발길의 속도를 천천히, 붙잡기를 바란다.

A better future, the desire to live safely in a place free of threats, and the need to survive are primal desires for all of us. But the predicted and predictable problems of global poverty, violence, war, and climate crisis are appearing increasingly in all corners of the world. Although we may issue calls to action and rally for change, the process of improving upon these problems does not come without injustices. The past history of humanity has carried out imperialist plunder in the name of civilization and development. It has moved materials that pollute and threaten their own countries out of their cities and outside their borders. The byproducts of industry, garbage, and pollution are hidden under the ground and made invisible, and the useless, ugly, and threatening are pushed out of the country and deported.

The technology of transportation accelerates the never-ending pace of progress. The power of wheels and engines to travel farther facilitates the production of goods and materials. Advanced means of transportation not only bring freedom to our lives, but also serve as a measure of the wealth and power of their owners. As such, ‘Mobility’ is closely related to social development and symbolizes both the infrastructure itself and the means by which individuals and cities are bound together as a network. Mobility also refers to the accessibility of information, infrastructure, and social interweaving.

Mobility is also linked to issues of migration, settlement, and access to habitation. The ability to leave at any time, and the freedom to decide where to stay, depends on whether or not one has the ‘Power’ to do so in a capitalist society. ‘The ability to move’ is a form of power that allows one to freely access and utilize infrastructure such as people, goods, and information. The ability to move means unrestricted access to infrastructure, which is the arrangement of people, goods, and information; access in this sense is linked to power. Today, access to mobility is also connected to political space and is manifested in enforced immobility, or 'Immobility'. The inability to move from place to place and the limited range of mobility that this creates is identified with maladaptation, laziness, weakness of will, and dependency. The difficulty of mobility manifests itself as a question of access, where social infrastructures and systems become less accessible, and the place of the disenfranchised and marginalized is increasingly lost. This is not just a question of who has more. The selective creation of those who are managed under control and culled by technology means that the value of the people who make up a city is divided and categorized by their usefulness and efficiency. Those who lack or lose ability can be pushed to the margins of society at any time, and this is a problem faced by all.

The exhibition analyzes paradigms of mobility and ability, making visible the themes of mobility and access. Based on Hysterian's 2021 public art research on the relationship between public/private space and productivity from a commons perspective, the exhibition seeks to actively invoke those who have not been captured by the figures of the 'Consensual Public', or 'UN Sustainable Development Goals-Sustainable Cities', throughout 2022 and 2023. In this journey of appearances and disappearances, we discovered the 'Obdradek,' which appeared and disappeared here and there. The Obdradek appear in spaces and places that distinguish between cities and regions, between the useful and the useless; they appear as non-functional objects, non-human beings. South Korea's skyrocketing real estate prices, economic and natural crises, viruses and conflicts have manifested themselves in cities and between cities; this phenomenon coincides with global crises.

Rather than looking to the statistics, numbers, and patterns of systems for clues to solving the complex life problems we face, we want to start from the place of those who are left 'Immobile' and ask the fundamental question of how to imagine the future. We would like to ask you, the viewer of this exhibition, here and now. Where are you going, and what are you seeing? We hope that the 'Obdradek' that appears and disappears will slow the pace of your footsteps.
